Every Blackwater SRO completes recurring training throughout the year, including an annual in-house training block and quarterly skills refreshers on de-escalation, campus protocols, and emergency response.
Who oversees SRO training?
Training is overseen by Blackwater's operations leadership and school program supervisors, with curriculum aligned to our in-house standards, district policy, and California BSIS requirements.
How do you measure training completion?
Every SRO has an individual training record tracked in our system. Completion is verified through signed attendance, skills assessments, and supervisor sign-off before an officer is assigned or continues on a campus.

What is a Drone as First Responder program?
DFR deploys a small unmanned aircraft to a campus incident immediately after dispatch, giving safety staff and responding agencies a live aerial view before anyone arrives on scene.
What incidents can the drone respond to?
Common use cases include perimeter searches, lockdown support, missing student searches, after-hours alarm response, large event overwatch, and providing overwatch during emergency medical or fire responses on campus.
How fast can the drone be launched?
Aircraft can be airborne in under 60 seconds from a campus launch point once an incident is reported to our dispatch center.
Who operates the drone?
Blackwater deploys FAA Part 107-certified remote pilots who work alongside district safety staff and our dispatchers. All flights are logged and coordinated through our operations center.
How does the program tie into school and police response?
Our dispatchers share the live drone feed directly with school administrators, school police, and local law enforcement as the incident unfolds, creating a single operating picture.
Is the program compliant with privacy and aviation rules?
Yes. We operate under FAA Part 107, maintain flight logs, follow district privacy policies, and limit recording to incident-related areas and times.
Can the drone fly at night or in poor weather?
We equip DFR aircraft with night-vision and lighting packages for low-light operations. Flight decisions in high wind, rain, or fog are made by the pilot in command based on safety and mission needs.
How is the program deployed at our district?
We start with a site survey, identify launch points and flight paths, train designated district staff, establish dispatch protocols, and run tabletop and live exercises before the program goes live.
